I see on some tanks in the tops the light is directly mounted on but i also see what i think is a air intake outake fan? Is it useful or would some 1/4" joles be just as effective?

we have experimented with different air flows and venting through the years, and what we have found is that just a solid acrylic top with no extra holes and venting at all is best. there is plenty of airflow around the "seal" of the lid to the tank, the hinge, around the lamps, etc.
