first off i would love to see a pic of a 14 foot red tail, it might not be that big i think your is more like 9-11 max
retic
female: 17
male: 14-15 maybe more
burm
female: 16
male: 8-14 can get more
Speaking generally, retics will get a little longer while burms will get not quite as long but they will be thicker. Retics are a little more temperamental. Burms are more calm (if they're captive bred). No matter which one you get, if it's juvenile to adult size and isn't tame, I wouldn't bother. They'll be next to impossible to completely tame (or as much as is possible to tame a naturally wild animal).
I own a burmese and she has never struck at anything besides food. She did bite my hand once but it was my fault.. feeding mistake. Even when she was probed and when she goes to the vet she squirms but nothing more. The retics I've handled have been snappy. I don't generally handle any retics that aren't babies though. They're all a little snappy at first. I'm thinking of getting one within the next year so I'll see how it goes.
