Breeding russian tortoises

how old do russian tortoises have to be to breed.

It has more to do with size than age. Age is tough to determine, unless you've owned since hatching.

Males need to be 4.5 - 5 inches in SCL.
Females around 6 inches.

Males will try to mate with almost anything at smaller sizes they just aren't fertile.
