On average around 18 to 20in.

i honestly dont remember. all i know is that it was someone who had no idea what they were talking about. i think it was some random person in the petstore that i bought my frillie from. do you know how fast they grow? right now she is maybe 9" or 10" STL.

8-9 SVL is almost full adult size. I have females that size breeding with no problem. Some even smaller. If anything she may be full grown; especially if you bought it at that size from a petstore. Probably just got into the country..... good luck.
