1/2" plywood lined with FRP would be good for a water as they are messy, and wet, the FRP would keep the plywood from rotting out and is nearly indestructible against their claws, its about 25 bucks or so for a 4 x 8 sheet. It gets expensive, but thats normal with large monitor enclosures, you should only have to do it once if you build big enough and with the right materials. Tile board is cheaper but probably wouldnt hold up against a waters claws.
here are some pics of my last cage it measures 4 x 8 x 4 and cost around 500 or so to build. I use acrylic for the doors, framed with 2x3 studs on hinges, very simple and effective.

i then suspended a shelf and a log with 3/8" allthread, nuts, and washers, this cage is built for a pair of banded whitethroats
also, i am a beginner builder as well, this is only my second cage that i have built, my first cage was same dimensions, just not as tall, one stacked ontop of another. I am in the HVAC trade and made these cages with a sawzall, circular saw, and drill, and some basic light fixtures from home depot, i had to buy no special tools or anything. I am mechanically inclined, but not a craftsman by any means, if i could do it, anybody can...lol
Just do what I do. Hire a good carpenter.
