cement/paint for cage

I know this has probably been asked a million times and if you just want to tell me the name of the thread it was asked on earlier go ahead or just give me a link, but I'm building a cage for my dragon and I want to have that rockwall thing. What type of cement should I use? My dad thinks it's a good idea to not get something that crumbles easily, so what is a good type that's strong? Also, what type of paint should I use? Is latex bad? I know it should be nontoxic, but anything more specifically? Sorry this comes up so much, I'll look in earlier threads too. Thanks.
