Sounds like they are trying to be so vauge that they can make the call however they see fit.

laws and proposals stemming and coming down from " exotic " wildlife concerning the big cats, the hybrid wolfs and primates and maybe throw some bears in there as well. Unfortunately they ( the proposals of the laws and or bans ) are lumping us hot keepers plus some of the big boids and pythons keepers in this group. There has been NUMEROUS attacks lately ( more than average though > ? or just more sensationalism news wise )of large exotic felines that it is in opinions causing a reaction to the public and law makers if not the wildlife agencies themselves.

Basically from what I understand, if it isn't bred docile and tame, ie domestic dogs, cattle and the like, or if it isn't native to West Virginia it's subject to the law.
Yup, not just large boids or venomous either... Anyone who has a gecko, hermit crab, parakeet, guppy or gartersnake suffers.
This passes, I'm not going within 100 miles of West Virginia!!!
