It is an "Energy Savers Unlimited" 60watt incandesent full- spectrum daylight heat lamp and it sits about 4inces away from the basking area. She's in a 10gallon tank. Is it okay?

Does the package specifically say it gives off UVB rays (not just UVA rays)? If not, you need a UVB light as well to use along with the one you already have. It can be a tube like Reptisun, etc., or you can buy a coil one, which ESU also makes, that clamps on.
Does the ESU coil bulb provide as much UVB rays as the Reptisun? Also, I've seen pics of tanks with both a basking light and the hood with a Reptisun. How is that done as the hood usually fits the entire length of the tank and has a "lip," o-to-speak.that will not allow the hood to lie down completely at one end??
ESU`s web site says that the coil light emits 3% UVB (I`ve read elsewhere that in most cases that amount of UVB is sufficient). You can look at Reptisun`s web site and compare. I don`t know how often the coil lamp has to be replaced, though.
