Sounds like an Algae bloom to me a.k.a Green Water. There are several treatments but im not sure of wich to recomend (products may be harmful to your frog). Also depending how fine your filter mesh is it might get rid of your problem over time. As is id recomend getting the tank out of direct sunlight or turn off your tank light and keep it in a darker area (not black) this will prevent photosynthesis. Probaibly what caused it is the shuffeling around of nutrients that your filter created. I have heard of algae being harmful so i might recomend moveing your frog to quarantine for the time being. Hopefully after about a week the algae will start dieing and you can syphon out the gunk. In the future you might wanna try a live plant in the water, to biologicailly counteract the algae (plants will absorb nutrients before algae does). There also are some products in fish stores to get rid of algae that people use for their fish tanks, but im not sure of the effect these might have on frogs. Goodluck and keep us posted.
