Does anyone know of a good way to increase humidity in a tortoise table type enclosure?

Having a covered hide-box with a different type of substrate that holds water better (moss?) will supply an area of higher humidity (provided you spray it occasionally). This method is ideal for tortoises that require dry conditions, yet need humidity as well (Practically all desert/prairie species)

Is there a danger of shell rot with too much humidity?

not necessarily, but moreso with what goes along with too much humidity. Just like temperature, provide a range.

...try to keep it moist and warm...not wet and cold...
