CITES only applies when crossing international borders. State laws will affect sales/shipping withen the US. I believe www.coastalreptiles.com has a good rundown of the herp laws for each state, but I havn't been there in a long while.
hey there...i own two females myself and when i got them they were given to me not sold. i believe there was a post about a month or so ago about it and that you have to get a federal permit to buy or seel then across stae lines, you can give them away within a stae but if you sell one in stae you have to have a permit but the buyer does not. if you own them you can move from stae to stae and take them without a permit but as soon as you try to sell one you must have a permit. i think that is the way it was explained earlier. anyway they are beautiful and mine have been great so far. hope this helped ya
CITES does list P. m. molurus as an Appendix I animal, and this does only apply to import and export between CITES agreement nations. However, the real issue stems from the fact that molurus molurus was placed under the U. S. Endangered Species Act when it was originally promulgated. This being the case, the US Fish and Wildlife Service, Division of Management Authority requires permits for interstate movement of this species. Shipper and receiver must have valid CBW permits issued through US Fish and Wildlife. The only way indians can be legally moved across State borders without a permit at both ends is if they are a gift with no monetary exchange. Otherwise you are correct, if you produce offspring from legal adults, the young can be moved or sold within that particular State without the permit requirement. Hope this help a little.

to get me to sell it to them in South Carolina. Telling me to just go ahead and ship it, nobody would know. Offering $600 for him. He said that he had a permit and I din't need one as long as he had one. Needless to say I didn't even think twice about it.
