I have a question about keeping snakes in rack systems and sweater boxes. Is it appropriate and/or ethical to use them as permanent caging or are they simply meant to be temporary (such as in housing a breeding animal)?

As long as the cage is proportionately sized for the snake within it, there should be no long term issues. It's basically a short aquarium. I certainly wouldnt keep a 3 foot long snake in a "shoebox". Many people who have huge volumes of snakes NEED this system because it keep organiation and space efficiency very simple.
Provided the animals cages are kept clean, with fresh water and hide place, and the tubs are good size, the rest is no sweat.
