what type of wattage should i get for a 20 gallon long?

It depends on how you are mounting it. If you are laying it on top of the screen top (assuming you have one) it may get too hot and 65 watt would be better. We have a 20L too and use a 100 watt bulb mounted on stand 12" above the screen top. This makes his basking site about 110`. Get a thermometer that allows you check the actual spot and not the air temp.

Does this bulb throw uv-a/b rays?

It only gives off UV-A, which are not the essential rays for a beardie. You will need a bulb with UVB in it. Most people opt for the florescent tube strips, repti-sun is a good brand, and there are a few others. Be aware of misleading packaging, as many bulbs will claim they give off "beneficial UV rays" but they are usually talking about UVA. A good way to tell that you have bought a UVB bulb is by the price, if you buy it in a petstore you will be spending about 20$ and up for the bulb and the same for the fixture.
