is it normal for my lil guy to only come out for like 2.5 to 3 hours a day to bask? or am i just with the issue that he's new to his enclosure and he'll bask longer? he comes out for that long (stated above) then heads back down in his barrows.

Mine (in my whole month of experience with uros 
) have days where they bask all day and days where they seem to want to sleep all day. I think they just do their thing, and the trick is to figure out what's normal for our own so we know when something's wrong.
The answer to your question, I think, is that it may be perfectly normal for yours as long as everything else is okay.
