My 3 year old Cal King hasn't eaten for 4 weeks. What should I do? He just doesn't seem interested.

Well, if "he" is infact a male, it's normal, he just wants to breed. It's that season for breeding right now, he'll shake out of it within a few weeks and get back to a normal routine. Don't worry about it, just make sure he gets alot of water.

I heard that there is a way to sex a snake by looking at the distance from its anal plate to the tip of its tail. Is this reliable?

In some cases it is. In most cases you are better off just probing the snake.
