WHAT IS WRONG WITH HOUSEING 2 TORTIOSES THAT ARE DIFFERENT SPEICES TOGETHER IF THEY SHARE THE SAME TYPE OF INVIRONMENT?

If they are CB, they are fine. If they are WC, they may tranmit viruses, or bacteria to each other. If they are vet checked and both "clean", I don't see a problem. Just watch out for aggression. Later on, hybrids may come about with certain species, but probably not with these two.
It depends on who you talk to. In many cases it is not a good idea but this is one of those things that every keeper has done at one time or another and most still do (but don't admit it). As mentioned earlier by TP, There shouldn't be a problem if the animals are properly screened. This would even be ok with tortoises that have different requirements if you have an area large enough, because they will utilize different areas or use them at different times.
Needless to say this is a topic you have to be very careful bringing up in certain circles.
