Key to the species is the dark markings are smaller than the spaces between them That seems to be clearly the case here.
Range is right. The midland water snake is found from central Georgia north, from east to west, all across the state. I could not tell much from the pic of the belly. There should be a double row of half-moon or crescent shaped markings. At the size you stated, it is a very young snake, & looking at the belly, that is verified. There is a mark on it where the cord was attached. Conant actually puts young at 7 1/2" to 12". Yours seems to be a bit of a runt. If you intend to keep it, it should feed on small fish, small frogs, or tadpoles. There is little chance it will consume any warm-blooded prey.
