Is it legal to keep captive a Coastal Horned Lizard in the state of California?

No, the Coast Horned Lizard is protected from take without a scientific collecting permit. It is listed as a species of special concern.

And what about the Desert Horned Lizard?

It is legal to own the Desert Horned Lizard in CA. Only Coast and Flat-tails require permits.
