do both males and females make noise? if not how can you tell the difference between male and female. and how big of a tank would you reccomend to house one. thanks.

You can tell the sex by looking at the external structure around the cloaca (is it called a cloaca in frogs?), but I am not the one to try and describe it to you
African clawed frogs get rather big. If you are starting with a juvie then a 20 gallon aquarium should do fine for a while. I'd say a 30 or 40 gallon would suite an adult rather well 
males will develop dark, black nuptuial pads upon sexual maturity (4-9 months). these look like the insides of their hands are black and extends up their forearms. albinos have this as well, very obvious. males are the smaller of the species and are usually 2-3 inches SVL (snouth vent legnth)
females have a cloaca where eggs and fecal matter are passed. this looks like a bump between their legs. this ranges in size from female to female. They get much larger and plumper as well. a typical pear shape ranging in 3-4 inches SVL and continue to grow their entire lives. the insides of thier hands will darken upon sexual maturity and their ovaries will develop eggs creating two large humps on either sides of their bodies.
it is VERY difficult to sex young froglets, even the most experienced make mistakes. its best to wait until sexual maturity to see what you've got. males get black arms, females dont.

males sing/call out for various reasons, but mostly to call for a female. females answer back in a very low tone. either "yes i'm ready" or "no stay away" calls. you will need 7-10 gallons of water for one adult frog, no ifs ands or buts. i've kept these frogs for years and years. i have learned from the mistakes. 7-10 gallons PER frog.
