My snapper had the same problem. It is a sore that will not heal itself because the snapper is constantly wetting the area.
The sores can be treated by using betadine. You can get that at any local drug store. There are plenty of websites that give good instructions on how to apply it and for how long. I believe I treated mine twice a day for 2 weeks. I know that I had to remove my snapper from the water, apply the betadine and keep him/her dry for an hour or so. It has been a long while since I did the process, so I would research before treating your snapper.
