What is the bleach to water ratio for a good, but safe cleaning solution for cages.

Never have actually measured.
I have just used a gallon bucket of water and poured some bleach in. I probably pour in about a half pint so that would be a 16 to 1 ratio, water to bleach.
The ratio doesn't really matter. If you rince thoroughly and allow for a minimum of 24 hours before use the chlorine will disipate.
