I have 2 young turtles 1 year old and they both have their mouths open all the time, it as always been this way since I've owned them, I thought that maybe it was a genetic thing and that the babies would grow out of it possibly but the deformity still exist, it hasn't gotten worse they both eat fine(ReptoMin, Shrimp, Crayfish, Catfish), I've never really seen this problem before except on one occasion where a fellow herper brought it to attention of others on the turtleforum.com, but his syptoms were different, the whole jaw was completely opened and the eyes appeared very swollen, should I be concerned with mine.
