I keep reading that you need to have 10 gallons per inch of turtle. If it's a 1 inche turtle, for example, does it mean 10 gallon sized container, or the volume of the water has to be 10 gallons?

That means for every inch of turtle there should be at least
10 gallons. For instance, if you have a 4" turtle the smallest
enclosure should be 40 gallons.

Nope, it means gallons of water....if you fill a tank only halfway you need double the tank volume, so for a 1 inch turtle ten gallons of water in a 20 gallon tank....although turtles grow so fast you might as well go bigger. That is optimum size, really you can make do with slightly less, but I wouldnt recommend it long term. My sliders are about to move into their very own pond in my backyard.
