I just recieved my first fly river turtle today and because of bad packaging he has a few minor cuts on his shell. I dont want this minor problem to turn into a huge one. My question is can I use hydrogen peroxide on the cuts?

Shell abrasions are a common problem incurred by C. insculpta.
Your best method of action would be to clean the injured areas with 2% Chlorhexidine solution diluted 2:1 with water, being two parts water / one part Chlorhexidine solution.
After cleaning the shell, allow it to dry and apply a bit of Neosporin and dry dock the turtle for a few minutes once or twice daily for a few days. You may wish to cover it with a damp cloth as to keep the turtle comfortable and offer it a feeling of saecurity.
Also, you can add tea tree oil or MelaFin, available at any pet or aquaria store, to the tank water, as to prevent infection, for a week.
Make certain you keep the water extremely clean. I recommend good filtration, weekly water changes and the prompt removal of any food items not consumed. Also, make sure to avoid adding any aquaria decorations with sharp edges, as to avoid such abrasions and scrapes within the enclosure.
If I can be of any further assistance, please do not hesitate contacting me directly..
