My BRP spends most of her time inside a water fountain w/ fogger. Temps inside enclosure are 82 degrees on "hot spot". Is that normal behavior, since BRP's prefer humid and moist conditions?

Well, I don't know if it's normal or not. Mine generally will move about and change spots, but will also lay in the same spot for a day or two. I would guess that is your BRB stays in a fountain most of the time you should double check your temps...and more importantly your humidity. I would also consider the idea that maybe it feels that the fountain is the most secure of it's places to stay, and if that is a possibility you could look into changing locations of it'd hides or perhaps a different type altogher. How cool is your cool side? It could just be a bit to warm.
