Still No Colors

My tamatave panther chameleon is about 7 months old now, and shows very little color. When he is awake, he is usually dark colored, and while asleep he is basically white with a shade of red all over. In some lights, he will show a blue stripe down his side, and his throat (when puffed up) is bright red, but the majority of his body is just dark all the time. Isn't he supposed to have his colors by now? I could really use some help here... I'm just worrying about my chameleons as usual. He seems to be a little dehydrated, but I've been giving him tons of water lately, and his urate is normal white again, but his skin still stays when you pinch it. Could that be the problem?

Forgot to mention that I have a veiled who is extremely healthy and beautiful, so I would assume that the panther (who receives basically the same treatment) is well cared for as well.
