...Most problems with snakes, and especially Rainbow Boas are caused by mistakes in husbandry. Stuck skin is a common symptom of dehydration. Brazilian Rainbow Boas require very high humidity. If they are kept too dry they will have difficulty shedding all of their skin in one complete piece. When they shed and leave pieces of skin or have the entire skin stuck you can soak them in lukewarm water for 30 minutes to an hour and that will soften the skin so that it easily comes off.
...It is hard to tell from the PIC but it looks like there may be a small wound under that stuck skin between the right eye and right nostril. If that is the case leave the stuck skin alone and have a Vet look at it. Wounds on the head are usually caused by rodent bites and/or rubbing the nose on something. Snakes should not be fed live rodents which are large enough to injure them. If there is a problem with the cage they are kept in or the temperature or humidity or they are highly stressed they will often rub their noses trying to escape.

...Dehydration is usually caused by a cage too warm or too dry. What kind of cage, how are controlling temperature and humidity and what is the temp and humidity down in the bottom of the cage at both ends?
