Cal Kings aren't much for climbing, so, height isn't terribly important to them. I don't know about the quart value, but, we have our adult cal kings are in 2-foot wide by 2-foot deep by 1-foot tall and seem to be quite content. In fact, they seem to spend a lot of time sprawled out at the front door, or curled up in their water dish...

Were I to take a guess on the quart notion, I'd have to try and do some figuring... A gallon jug of milk measures, roughly, 8" x 8" x 12", though all the curves, etc. make that a little sketchy. So, that would account for 9 gallons in there, which would translate to 36 quarts, if that helps... I could be a little over/under with that notion, but, that ought to be pretty close...
Technically, for a full-sized king snake, which will hit between 5 and 7 feet by the time they're old & crotchety, that is too small, if you follow the notion that a tank should be 2/3 the length by half the length. So, by the time my "kids" reach full size, that tank oughta be about 3'x4' in terms of floor space.
Honestly, I'm not so sure, given these particular animals. They seem to spend most of their time either curled up under a log or in their water dish. When they come out to be visible, it's usually my cue that it's chow time...
