i dont know about plexiglass, but i think you could use foam and cement or tile grout maybe if it is sealed well (as if it were to be used in a shower floor type situation). as far as ideas, i would deffinately say to run a pvc tube through the foam to eitehr directly connect to the pump or to make a easy path for a flexible tube to go through to get the water where it needs to go. and second i would say that this sounds like a good application for florist foam. its that green stuff that you can pretty much shape by hand. i think it would be much easier to mold a few blocks of that stuff and cover it in grout or cement than to try to make flat foam insulation boards or something else into a waterfall, unless you plan on making it pretty much just come out of the wall. i have worked with foam and tile grout before and will soon be making something similar to what your talking about and will be using the method i described somewhat, so if you have any questions feel free to email me.
I agree, styro and cement would be great. I used quikrete mason mix with an acrylic fortifier additive. Its been under water for a couple months now. Still testing. Doing great though with no fish deaths! Heres a couple pics of it and a link to my photo album on building it.

Also did a 55g tank for my bearded dragon

And here is the link to the photo album. Look at the album with the 10g build and also some from the 55g build. The 55's named Draykos new tank. And sorry for all the photos but maybe it will give you some ideas. They also have cement color which is how i got the colors i did.

what size tank is that? 180g? If so, you will have a lot of work ahead of you
and get a forklift to put it back on the stand when you are finished! haha
