I'm also very interested in "blue reptiles", (blue green tree pythons to be specific) and don't know of the article you heard of but have a great book on color to recommend for you.

Reptile Magazine published an article on reptilian color morphs a few months ago. In brief, the article noted that blue color morphs are particularly rare among snakes (with the excption of GTPs and the occassional boomslang). If you're curious look up the article. It was worth a read.
