I am wondering about whether a short tailed leopard gecko male can produce the tail rattle that attracts the female to the idea of mating? Any one have any short tailed studs that can tell me their experiences with them.

Usually a short stubby tail is the result of a birth defect and therefore you should not entertain the idea of breeding him..... You will just be propagating bad genetics...... That is assuming the tail was not dropped..... If your male dropped its tail, you can ignor everything I just posted....LOL.... And yes, males can breed even if they have dropped a tail.....
