heat tape or cable?

I have a few racks with heat tape, I have heard that heat cable isn't very safe. Is this at all true.

I suspect it's the other way around - heat tape (i.e. flexwatt) is less safe than cable.

Most heat cable can be run through soil, even wet soil, to keep plants warm or through concrete to either heat bathrooms or melt snow on driveways.

Flexwatt cannot be used in the same way, at least in the US to my understanding.

From my personal usage I find the heatcabe to be less efficent. This is of course because of its small diameter.. YEah you can run heat cable pretty much anywhere and the flexwatt cannot.. I hate installing heatcabe as it almost has to me routered into the shelves of a rack...

I read a few places that said that it was dangerous to use on a rack. I think boaphile racks, not positive, but I think thats where I read that.
