Unknown type of garter.

This guys was offering to sell me a bunch of garter babies he had. I asked to know which type they were and he didn't know so he sent me these pics. I'm assumign their either a Mountian Garter Snake Thmnophis Elegans Elegans, or a Northern Ribbon Snake. They don't look so much like a ribbon snake to me though, especially they texture of the scales. They have a more soft look to them as garters have from ribbons. And their heads look more like garters. Please post your opinions, I wish to know before buying

Scalation can be key to garter ID. Is there any chance of getting clear images of the internasals, labials and chin shields?

Where did the snakes originate from?

My friend can't get me cleaerer pics. They a friend of mines, and they originate from the sacramento area. Which gives me reason to think they're mountain garters, T. Elegans Elegans
