Is this a pet? Due to the picutre the horned lizard looks as though he was set up for a picutre. This horned lizard looks to be a Costal Horned lizard so I assume the "border" is between California and Mexico? This animals looks to be very skinny and poor health, if it was a wild animal you took a picture of, I would suspect it had worms or some other health related issue, as usually at this time of the year these animals are very robust, even they eye in the second picture looks lethergic. IF this is a pet I would be seriously concerned. Also if this is a pet, it is illegal to keep one of these in California as they are a highly protected specie. He probably needs water and if he is a pet what are you feeding him???

This Coast Horned Lizard is in very poor health. It must be in a location where resources are minimal. It is a protected species and I seriously hope it will be left alone. It may harbor a serious parasite problem or even a serious bacterial/viral problem, by its appearence.
This time of the year Coast Horned Lizards are very robust and with this season's rains, resources are at a premium level.
