ok i have a new beardie ive had him for almost 3 weeks hes seemed to be fine and is growing a lot. he hasnt shed yet. today he didnt want to eat and his skin seems to be more dull. is this pre shedding and how soon should he start

Beardies shed in chunks, its a little different looking than some other reptiles. Usually one section of the body will dull and then shed at a time. (mine usually starts with her back, then her tail, then her legs) it can take awhile. However, sometimes you will not even see them shed at all.
If the skin is getting dull it may well be the start of shedding

depending on the age of your cham, you may want to bathe him daily as it helps with shedding. Keep the water temp around 90-95 degrees (temp gun helps here) and water level no higher than shoulders - even lower if younger. I began bating Darwin at about 3 months and he gets one or two a day - 2 when shedding which seems perpetual right now!
