How to go about reporting a terrible store to the police

I live in mesa AZ and there is a store that take terrible care of all of their animals. My friend dropped a baby nile monitor at the store in exchange for store credit, that was five days ago and the nile is still in the deli cup, with no heat, food or water. Is there anything that can be done, we went back with the reciept and store credit slip and demanded the animal back, and the owner said all transactions were final. I talked to the local sheriffs office and the said I can file a police report and press charges if the check it out and find it to be as bad as I described it. So is it even worth it to press charges.

I'm sure this varies from state, to province, to county, but often it is beneficial to contact the local SPCA, Humane Society, bi-law office or pound (whoever looks after animal cruelty legislation in your area) as opposed to the police. This way you are involving a larger entity that is also more familiar with how to proceed on such manners.
