Box turtles vs. Russian tortoises

My sister, who has a large back yard garden, has asked me to get a few turtles and/or tortoises for her place. We're in coastal Southern California. I've narrowed the choices down to Box Turtles (Ornate, Three-Toed, or Eastern) or Russian Tortoises.

I was wondering if anyone could help me weigh the pros and cons of each group...?

In local pet stores, both types coast about the same.

She's a small, pretty Ornate Box Turtle, about 4.5-5", extremely alert and active. She spent the day yesterday exploring the perimeter of the garden. I fed her some small pieces of watermelon, which she gobbled up (but only when I was out of sight, watching through a window!). She sniffed some slugs, but didn't bite. At dusk, she dug in.
