can anybody tell me a fairly easy garter snake to breed? must be no bigger than 3 feet, non venomous(obviously), docile, and a snake that ppl would want to buy.

Assuming you are referring to North American garters, genus Thamnophis, none of them truly qualify as totally non-venomous. They all have enlarged teeth in the rear of the mouth combined with a toxic secretion..call it saliva or venom if you wish. That said, none have been known to cause human fatalities, although there have been some reactions to the bite..most really rather minor.
As far as breeding them with the intent to sell..I'm not sure that's the genus I would pick. It is the most widespread genus on the continent, being found from Mexico to Canada and all of the Lower Forty Eight. Most people who want a garter snake can catch one.
