Prefered substrate for racks?

What do you guys use as substrate for your racks systems? I know newspaper is the easiest and thats what I'm currently using, but what about somthing that holds humidity well? I can't seem to find any high quality cypress mulch around here. Any suggestions would help, thanks.

It seems to hold humidity just fine.
