Garter snakes will eat fish and "bugs" as will some other snakes.
Most of your best beginner snakes are rodent eaters, however, and it's really pretty easy and convenient to feed frozen/thawed rodents. Lots of folks think that they have to drop in a live mouse and wait for it to be killed, but that's not what most herpers are doing these days. Good luck whatever you choose.

There are quite a few snakes that feed on non-rodents.
Water snakes like fish, frogs, tadpoles, maybe salamanders. Garter snakes (closely related to water snakes) have similar preferences, and also will go for earthworms.
Hognose snakes are partial to toads.
Many small snakes (ringneck, green, earth, ground, etc.) thrive on insects - crickets, grasshoppers, spiders, caterpillars, etc. I don't have a whole lot of experience in keeping these kinds of snakes, but what experience I do have is such that insectivores (insect eaters) usually are finicky and are not good eaters in captivity. Others probably have had more success than me.
Most kingsnakes, in addition to rodents and other small mammals, will eat lizards - and other snakes! They must be housed individually, for obvious reasons.
Unlike most other pets - even most other herps - snakes are usually quite particular about what they eat. It depends on the type/species. Consult reference books to find out more about which ones eat what.
