I doubt that this would be harmfull, except for the mess maybe. I also don't think there would be any benefits since reptile skin is even less permeable than mammalian skin. The best thing for the scales, and for the boa is optimal husbandry and diet.
I don't think the vitamin E is particularly helpful applied externally. It may also be in an oil base, which could soften the skin. Too much softening of the skin during shed can cause premature shedding, which can be a life threatening situation.
Bottom line: a waste of money in the best case scenario.
