As far as how to tell, I can't by looks, I just took a guess that this one is from you home state. Correct me if I'm wrong, but doesn't the Ky corns average a lower blotch count then other localities? Seems like I may have read that from somewhere. Maybe Phil, or Will Bird, or from one of their articles on the ky. herp society page. Anyway, that is a good looking corn. And if I've said it once, I'll say it again, your other ky. corn "Warpath" is one of the best looking natural corns I've ever seen. If you ever get any Ky. locality offspring from him, put me on your list.
