Well, my female has randomly laid about a dozen of these throughout my yard so far. She has suitable nesting spots with LOTS of leaf litter. Typically if reptiles eggs aren't fertile, they will just drop them wherever they want or if the nesting isn't suitable, they will do this. Knowing that she has about 1/2 acre of many different places to nest, I can only assume she is dropping them because of a lack of fertility. She is also putting a dent or crease in them as you can see. I am also assuming that this is because since she is just dropping them anwywhere and walking away, that she isn't raising her rear end up high enough, then just dragging a freshly laid egg and putting that crease in them with her rear scutes.
