Ok, I finally got my temps in a more conistant range but now my leo is doing someting it has never done before. She is sleeping in her water bowl...what's up with that?

Ok, I finally got my temps in a more conistant range but now my leo is doing someting it has never done before. She is sleeping in her water bowl...what's up with that?
Sometimes, when they get too hot, they'll sleep in their water bowl...what's the temperature gradient of your setup?
I am using a tape thermoniter on each side and the readings are as follows. The hot side is showing a light brown color at 87 F and the cool side is showing green between 77 and 80 f. I have a 20gal long with a medium size exo-terror UTH and a 50 watt sun glo lamp. The pic is my current setup.

Is she shedding or paled out such that she looks like she's about to shed?

She is sheadding at this time. I have been having temp issues and during the day m cool side temps range from 74 - 80 and my hot side averages 87 - 92 with a 50 watt exo terra basking light. She can not be hot because my cool temp is currently 72 f.

It sounds like he's just a bit itchy 
This is pretty common. Just make sure he has access to a "humid hide" on the warm side of the tank. (A hide with moist substrate Heat = Humidity to assist with shedding)

The tape thermometers aren't very accurate. What you're really looking for are the temps on the floor of the tank where your leo comes in contact with, not up the side of the glass. You can find digital thermometers with a probe for pretty cheap at some pet stores or in the cooking aisle at Walmart. Or possibly invest in a temp gun ($25ish). Do you have your heat hooked up to a thermostat? That'll also give you a more accurate temperature reading.
