I have a Juve green iggy and recently he seems obsessed with climbing across the mesh cage top. Is this behavior normal?

Yes, Iguanas simply love to climb. My guy climbs all the time.

Touch passion when it comes your way, it's hard enough to find as it is. Don't walk away when it calls you by name.

Yes, and it usually translates to:
GMTFO of here! Hahahaha... (Can't say the "F" word here).
Is your enclosure tall enough?
Does he have enough climbing areas?
Toes/claws can get caught in the mesh, or he may fall off. So keep an eye on him.
Just guesstimating, his cage is about two feet tall and he's got plenty to climb on. I recently moved him into a bigger cage, right before all of this started. COuld it just be exploration?

Iguanas are usually stressed when anything in their environment is changed...and a whole new cage is just that.

2 feet?
What is he, a gecko? hahaha
How bigger is the new one?
Like the other person said, ew environments stress the animal a bit, but let him explore, offer him plenty of places to hide or relax, and within a week he'll be fine.
