Current feeder set up with fan at doorway, future home in the background near red thing:

Question is im trying to create a cooler environment. Placing heavy duty plastic around the inside, would that work? Any suggestions would be helpful.

I would suggest using 3/4 inch foam board to line the inside, and a window unit AC. Also ditch the glass cages with rodent wheels, and build your self a rack with gravity water, You can easily build one for a couple hundred dollars and it will save a ton of time.
