I have a Peninsula Cooter that will be a year old in August. Francais dropped him/her in a goldfish pond last year & I got him/her out. So there is my question. How do I tell the difference between him or her?

There is a good discussion on this subject in the Snapping Turtle forum on July 6th. I would look there, good conversation and pictures.
Overall it looks like the female vent is close to the shell while the male vent is further down the tail.
Of course the turtle has to be a couple years old before you can tell for sure.
Hope this helps.

How large is the turtle? Size is usually a better indicator for telling gender than age is. Cooters/redbellies usually show secondary sexual characteristics around 5". Males usually have long front toenails, and they have a longer, thicker tail than females. The male's vent extends past the edge of the carapace, while a female's vent is between the plastron and carapace.
