It's not sickness. so don't panic. This is all speculation mind you, but the skin around the neck of snakes gets stretched more than any other place on it's body due to the fairly large size of the prey items they comsume. So I suppose it was in the original blueprint
to help compensate for this.. It also seems to stretch a little more as it ages until it reaches a certain point. I've seen Burms that looked like they had jowls, the skin was so loose.JMHO
