Which are very common on Hibiscus. They can easily be controlled on a couple of plants by simply spraying with the hose. They are always worse (as are spidermites) when the plant is not getting natural downpours from rain. This washes off the larval stage of the insect as well as the sticky secretions they leave behind.
If you cannot control them by spraying with plain water (you might need to do this a few times)then IVORY liquid dish soap is your next step.
Mix at a rate of one teaspoon to a gallon of water. While you cannot feed the plant to the tortoise until this has been THUROUGHLY WASHED OFF it is not a chemical insecticide or systemic. The soapy water works by suffocating the insects. This method is very effective on a number of plant pests.

a nice blast of fine spray. This will help elimate the larvae that are not flying.
