Question for digging

One of my tortoises keep digging hole for almost a week every morning, the hole was around 2.5cm deep, but she didn't lay any egg. Why?

I can think of two possibilies based on my experience breeding russian torts:

1) She's going to lay eggs, but she's making test nests first.

2) She just wants to dig down into the cool earth for awhile.
